Once the late `90s 12" Star Wars figure line started to explode in popularity, Kenner decided to issue several figure 2-packs and distribute them exclusively (for a time, at least) through specific retailers. These sets drove collectors crazy, as they often featured characters that fans had long requested.
This set featured Emperor Palpatine and an Imperial Guard. The Emperor needs no introduction, and I doubt there is a cooler background character than the Imperial Guard.
Pros - The Emperor figure is pretty well detailed, especially his face and hands. He's supposed to have a voice chip, but I never got mine talking. That's OK though, he probably would have just called me "boy" and tried to convert me to the Dark Side. The Imperial Guard figure is pretty cool, though the red velvet cloak looks a more bathrobe-ish. His force pike weapon is a neat accessory; neater than the Emperor's gnarled cane anyway.

Cons - The hood of the Emperor's robe is sewn onto his head. There's no reason for that. Also, this would have been much better as a 3-pack with a pair of Imperial Guards. There's never just one in Return of the Jedi, and since they never released the figure individually you'd need to buy two sets if you wanted to have a pair.
The Emperor was later released separately, but the Imperial Guard wasn't. Unless you're willing to cough up major cash for the Medicom RAH Royal Guard 12" Action Figure, this 2-pack is the only place you're going to find a 12" Imperial Guard.
